Lekhnath Small Town Water Supply & Sanitation User Committee (LSTWSSUC) became fully operational in 2008. It is responsible for water supply for 7 urban wards of Pokhara Metropolitan City, Gandaki Province, Kaski. Its present service area has a population density of 745 persons/Sqkm. The main water source named is Giunje Khola River located in Madi Gaunpalika - 7, Kaski District. There are four water supply systems. They are (1) Lapsidanda Water Supply System. (2) Dandakonak Water Supply System. (3) Arghaun Water Supply System. (4) Shishuwakhudi Water Supply System.

30% discount on tap connection charge and water tariff charge in community tap. The community tap is only for poor people who has no capacity to connect private tap. The WUSC provides a community tap for minimum 2 household to maximum 10 households. There are 80 numbers of community taps in Lekhnath water supply project.

3. Training on water audit, water distribution management and system analysis.
Consumer Service
Average water consumption is about 15.75 cum per connection/HH. The water bill averages Nrs. 345 per month per connection. Water is available 14 hours a day to most users in both wet and dry months. Average pressure at the tap ranges from 3 to 10 meters. Applicants have to wait for about 2 days maximum for new connections to be made. Connection fee is paid all at the start. 18 water samples are to be taken once a week from different location for FRC testing. FY 2021-2022 the WUSC recorded 185 complains from users and 190 nos. of major and minor pipe leakes were repaired. Consumers can complain in person at the water utility or by telephone. Community taps serving the urban poor are given 30% discount on tap connection fees and tariff charges.
Performance Highlights
The WUSC provides 89 lpcd to its consumers for an average of 14 hours per day throughout the year to 85% of the population in its service area. Financial management is good with operating ratio at 0.30 accounts receivable equivalent of 0.16 month and collection efficiency of 99% suggesting collection of a large amount of past arrears during the year. Average tariff of Nrs. 27.83/cum is above the average and more than enough to cover O&M expenses. Staff/1000 connection ration is also good at 2.50 which is the fourth lowest. While financial management is good, consumer need to be provided more water for longer hours per day. NRW also needs to be reduce which can help in providing more water per capita as well as expand to more consumer. LSTWSSUC may meet to develop new source and invest in a back up power generator to achieve these.
